Born on 4th May 1956. Completed school education in 1972 from Rishi Valley School. Graduated from St. Xavier's College, Bombay. Completed his LL.B. from Hinduja Law College, Bombay. Enrolled as an Advocate on the rolls of Bar Council of Maharashtra and Goa on 17th October, 1980. Practiced on both Original and Appellate Sides in the Bombay High Court in Civil, Constitutional, Company and Arbitration matters. Also appeared in the Supreme Court, various High Courts, Tribunals, District Courts etc. Sworn in as Additional Judge of the Bombay High Court on 22nd January, 2001. He was appointed as a permanent Judge on January 21, 2003. Assumed charge as the Acting Chief Justice of Punjab & Haryana High Court on 15.12.2014 (A.N.) on transfer from Bombay High Court. Took oath as Chief Justice of Punjab and Haryana High Court on 06th August, 2016.

Hon'ble Mr. Justice Ajay Kumar Mittal 2

Born on September 30, 1958 at Chandigarh, His Lordship passed B.Com. (Hons.) from Sri Ram College of Commerce, Delhi University in the year 1977 and did LL.B. from Faculty of Law, Delhi University in 1980. In the same year, His Lordship was enrolled as an Advocate with Bar Council of Punjab and Haryana and started practise in the High Court of Punjab and Haryana in July 1980. His Lordship practised in Civil Law, Revenue Law, Writ Side in all Branches of Law including Constitutional Law, Service Law, Company Law, Tax Laws i.e. Income-tax, wealth Tax, Sales Tax, Excise and Customs laws. His Lordship worked for the Department of Income Tax in the Punjab and Haryana High Court from 1982 and continued upto 1991. His Lordship belongs to a family of distinguished lawyers and is a grandson of Shri Shamair Chand, Barrister-at-law of Lahore/Chandigarh. His Lordship was elevated to the Bench of High Court of Punjab and Haryana on January 9, 2004. His Lordship's hobbies are walking, driving, touring and reading newspapers, laws books, in particular on the subject of Tax-Laws. His Lordship has also interest in visiting religious/tourist places of National fame. Besides this, His Lordship is a good player of table tennis and badminton and is fond of gardening also.

Hon'ble Mr. Justice Surya Kant 3

* Born on February 10, 1962 in a middle class family of District Hisar; passed his Matric standard examination in the year 1977 from the village school and did Graduation in 1981 from the Government Post-Graduate College, Hisar; earned his Bachelor's degree in Law in 1984 from Maharishi Dayanand University, Rohtak.

* Started practicing Law at the District Courts, Hisar in 1984 and shifted to Chandigarh in 1985 to practice at the Punjab and Haryana High Court.

* Specialized in Consititutional, Service and Civil matters.

* Represented a number of Universities, Boards, Corporations, Banks and the High Court before earning the distinction of being appointed the youngest Advocate General of Haryana on July 7, 2000. Designated as Senior Advocate in March, 2001.

* Held the office of Advocate General, Haryana till his elevation as a Permanent Judge to the Punjab and Haryana High Court on January 09, 2004. Was nominated as a Member of the National Legal Services Authority on February 23, 2007 for two consecutive terms till February 22, 2011.

* Earned another distinction of standing First Class First in his Master's degree in Law in 2011 from the Directorate of Distance Education, Kurukshetra University, Kurukshetra.

* A keen debater since his student days, he is a passionate environmentalist associated with various National/International N.G.Os. and Law Assoications. Has also attented various National/International Conferences.

Hon'ble Mr. Justice T.P.S. Mann 4

* Born on January 01, 1957 in a village in District Jalandhar, Punjab.

* Came to Chandigarh in 1962, when father late Mr. Piara Singh Mann, Senior Advocate, shifted to Chandigarh.

* The entire Schooling and College level studies from Chandigarh.

* Got admission in the Panjab University, Law Department in the year 1976 and passed out in 1979. Also passed M.A.(English) in 1982 and Diploma in Forensic Science and Criminology in 1984 from Panjab University.

* Joined the profession in July, 1979 under the pupilage of father, Mr. Piara Singh Mann, Sr. Advocate, who was in the profession for the last 25 years and had made a mark on Criminal side, in the Punjab and Haryana High Court, Chandigarh. Worked on criminal and civil side though appearances mainly confined to criminal work.

* Got married in 1980 and blessed with two children.

* An ardent Sports lover. Became President of Chandigarh Lawyers Sports Association, consisting of Advocates of Chandigarh, who were interested in Sports. Also played Cricket and Tennis.

* Elevated as a Judge of the Punjab and Haryana High Court on March 22, 2006.

Hon'ble Mr. Justice Mahesh Grover 5

Mr. Mahesh Grover was born on June 4, 1957. He belongs to a second generation of lawyers. His father late Sh. Laxmi Grover was a practicing lawyer in the Punjab and Haryana High Court. He was also the President of the Bar Association of the High Court in the year 1982-83. Earlier, he had remained a Secretary and the Vice President of this Association as well. The family hails from Faridabad District where they own agricultural land near Palwal (Distt. Faridabad, Haryana). Mr. Mahesh Grover had his initial schooling in St.John?s High School at Chandigarh and did his matriculation from Senior Model School in Sector-16, Chandigarh. He graduated with Honours in Economics from DAV College, Chandigarh and joined Law in Punjab University. During his years in school and college, he was actively involved in Debates, Declamations, Dramatics, NCC, Rotary activity and Blood Donation Camps and won prizes and acclaim in all these activities. Mr. Mahesh Grover was enrolled as an Advocate in the year 1981 after obtaining degree in Law in the year 1980 from Panjab University. He remained Secretary of the Bar Association of the Punjab and Haryana High Court in the year 1987-88. He also remained Assistant Advocate General, Haryana in the year 1987 and Additional Advocate General, Haryana in the year 1998. As a lawyer, he practiced both on civil and criminal side with emphasis on Industrial and Corporate law. On 22.3.2006, he was elevated as Judge of the Punjab and Haryana High Court.

Hon'ble Mr. Justice Rajesh Bindal 7

Born on 16th April, 1961, at Ambala. Passed matriculation examination from S. A. Jain High School, Ambala City; thereafter studied in S.A. Jain College, Ambala City as well. Got B. Com. Degree from Punjab University, Chandigarh. Did LL. B. from Kurukshetra University in 1985 and joined profession in High Court in September, 1985. Represented Chandigarh Administration before Central Administrative Tribunal for more than a decade till 2004. Represented Punjab & Haryana regions of Employees Provident Fund Organization in High Court and Central Administrative Tribunal from 1992. Remained associated, on behalf of State of Haryana, in the dispute concerning Satluj Yamuna Water with State of Punjab before Hon'ble Eradi Tribunal and Apex Court. Represented Income Tax Department Haryana region before the High Court. His Lordship was elevated as a Judge of the Punjab & Haryana High Court, on March 22, 2006. Presently, Lordship is Chairman, High Court Computer Committee; President, Board of Governors of Chandigarh Judicial Academy; Chairman, Arrears Committee; Chairman, Committee for Sensitization of Family Court Matters and Chairman of a multi-member Committee constituted by Ministry of Women and Child Development to study civil aspects of International Child Abduction Bill, 2016.

Hon'ble Mr. Justice M.M. Singh Bedi 8

Born on 9th October, 1956 at Chandigarh. Did M.Sc in the year 1977 and LL.B in the year 1980 from Punjab University, Chandigarh. Started practice in the year 1980 in Punjab and Haryana High Court and District Courts at Chandigarh. Practised in different fields of Law: Civil, Criminal, Service and Constitutional law. Selected in Superior Judicial Service in 1995 and remained posted as Additional District Judge at Sangrur and Moga. Became District and Sessions Judge in 2000 and was posted at Ferozepur. Remained posted as Registrar (Judicial) in Punjab and Haryana High Court, Chandigarh from 2003 to 2004. Was District and Sessions Judge, Chandigarh from 2005 to 31.03.2006. Elevated as Judge of the Punjab and Haryana High Court with effect from 01.04.2006. Justice Bedi is fond of golf, drawing, painting, dance and music.

      Born on 2nd April, 1957 at Wardha. A graduate in Science, obtained degree in Law from Government Law College, Mumbai. Enrolled as an Advocate on 5th November, 1979 and practised in Civil, Criminal, Constitutional, Revenue, Excise, Co-operative, Local Laws, Industrial Labour and Service Laws in Bombay High Court and Tribunals. Represented prominent institutions, Zilla Parishads, Municipal Councils, Government Corporations.

      Since 1992, worked as Additional Central Government Standing Counsel. On 3rd February, 2005, Government of Maharashtra appointed him as Government Pleader, and on 7th February, 2005 Government of India appointed him as Assistant Solicitor General of India at the Nagpur Bench of the Bombay High Court. Appointed as an Additional Judge of the Bombay High Court on 8th September, 2006.

       Appointed as Judge of the Bombay High Court on 5th September, 2008.

       Consequent upon transfer, he assumed charge as Judge of the Punjab and Haryana High Court, Chandigarh, on 11th April, 2016.

Hon'ble Mr. Justice Rakesh Kumar Jain 13

Born on October 01, 1958 in the family of Lawyers at Hisar. His father Sh. Gulab Singh Jain, was an eminent Income Tax Advocate and a Member of Legislative Assembly from Hisar in the year 1972 to 1977. After obtaining degree in B.Com. and LL.B, he was enrolled as an Advocate with the Bar Council of Punjab and Haryana, at Chandigarh in the month of May, 1982 and, started his legal practice in the District Courts at Hisar. In January, 1983, he shifted to the Punjab and Haryana High Court, at Chandigarh, where he practiced for 25 years on Civil, Criminal and Revenue side and remained Member of the Executive Committee of the High Court Bar Association twice. He keeps keen interest in sports and was a College Colour Holder in Cricket. He was elevated as a Judge of the Punjab and Haryana High Court, Chandigarh on December 05, 2007.

Hon'ble Mr. Justice Jaswant Singh 14

Born on February 23, 1961, at Rohtak. Had his schooling in Oak Grove School, Jharipani, Mussoorie / Model School, Rohtak. After graduating in Arts in 1980, His Lordship took the degrees of Law and Master of Business Administration from Maharishi Dayanand University, Rohtak. His Lordship was enrolled as an Advocate in 1986 and started practice at District Courts, Sirsa. In April 1988, His Lordship moved to Chandigarh and started his legal practice in Punjab & Haryana High Court. Since March 1991 till his elevation held the posts of Assistant Advocate General, Deputy Advocate General, Senior Deputy Advocate General and Additional Advocate General, in the office of Advocate General, Haryana. Represented the State on the Civil Side by dealing with cases mainly relating to Service and Constitutional Law. Married in 1989 and blessed with one daughter. His Lordship has keen interest in Lawn Tennis, Golf and Cricket. Became President of the Chandigarh Lawyers Sports Association. Elevated as Judge of Punjab and Haryana High Court on December 5, 2007.

Her Lordship was born on January 10, 1959 in Village Bahin in District Gurgaon now District Palwal. Her Lordship passed her Matriculation Examination from Government Girls Secondary School, Palwal in the year 1974 and graduated in Arts from I.C. Government College for women, Rohtak in the year 1978. Her Lordship did Post Graduation from Kurukshetra University, Kurukshetra in the year 1980 and LL.B from Panjab University, Chandigarh, in the year 1985. Her Lordship has also to her credit Post Graduate Diploma in Personnel Management and Labour Welfare and Post Graduate Diploma in Public Relations. She was enrolled as an Advocate with Bar Council of Punjab & Haryana High Court, Chandigarh in the year 1987 and started practice in Punjab & Haryana High Court, Chandigarh. Her Lordship specialized in Constitutional, Civil, Criminal and Tax. Her Lordship remained as President of Punjab & Haryana High Court Bar Association in the year 1999-2000 and earned the distinction of being first woman President ever elected. She also held the coveted post of Senior Central Government Standing Counsel, Assistant Solicitor General of India in Punjab & Haryana High Court. She was designated as a Senior Advocate on April 26, 2007 by Punjab & Haryana High Court and had credit of being the only senior designate woman lawyer in the High Court. During her tenure as a Advocate, she held a number of high offices viz. Member, Committee on Sexual Harassment against women in High court; Vice Chairperson, Haryana State Social Advisory Board; Member, State Telephone Advisory Committee; Member Punjab and Haryana State Legal Services Authority; Member Administrators' Advisory Council, Chandigarh and Non-Official Member of Central Jail, Burail. Her Lordship has also been Special Public Prosecutor (CBI) and Member, Counselling Centre, Punjab & Haryana High Court, Chandigarh. Besides this, Her Lordship has been doing the social work for the welfare of poor, downtrodden and women at large. Her Lordship has been a true embodiment of sympathy, consideration, compassion, brimming with the milk of human kindness. Her Lordship is a humility and modesty personified. Her compassionate and reflective self comes to the fore in her keen involvement in arranging/participating in lectures and in seminars related to women rights and justice, customer protection and atrocities on women. Her Lordship was elevated as Judge of Punjab & Haryana High Court, Chandigarh on December 5, 2007 and she is the first woman lawyer to be elevated as a High Court Judge in the Punjab & Haryana High Court.

Hon'ble Mr. Justice Rajan Gupta 12

Born on September 14, 1960 at Ferozepur. Belongs to a family of doctors, his father being a renowned orthopedic surgeon of the city. A first generation lawyer with his two younger brothers opting for medical and engineering. Graduated from DAV College, Chandigarh. Obtained degree of LL.B from Department of Laws, Panjab University, Chandigarh. Enrolled as an Advocate with Bar Council of Punjab and Haryana in 1982.

Concentrated mainly on fields of law viz. Civil, Criminal, Constitutional and Service matters.

Remained Standing Counsel and Special Public Prosecutor for Central Bureau of Investigation for almost a decade till his elevation. During this period, conducted many important cases of sensitive nature before this Court.

Remained Additional Government Pleader for Union Territory, Chandigarh for a number of years. Was on the panel of Union of India(Northern Railway). Also remained Deputy Advocate General for State of Haryana. Represented Punjabi University Patiala as its Standing Counsel before this Court.

After doing his Matriculation, his Lordship graduated with Hon's from D.A.V.,College, Sector 10, Chandigarh and did Post-Graduation in History from Punjab University, Chandigarh. His Lordship did LL.B. from Delhi University. His Lordship was enrolled as an Advocate in 1985. In the year 1996, he was appointed as Deputy Advocate General, Haryana. Graduated in Science [Honours] and then LL.B. (Hons.) from Aligarh Muslim University at Aligarh. Enrolled as an Advocate on the rolls of Bar Council of Punjab & Haryana Bar Council on June 06, 1987. Practiced on both Original and Appellate sides in the field of Constitution Law, Service Law, Labour Law, Civil Law, etc. Also appeared in the Supreme Court, High Courts of Punjab and Haryana, Delhi, Himachal Pradesh, and various other Courts and Tribunals. Held the posts of Assistant Advocate General, Deputy Advocate General, Additional Advocate General in the office of Advocate General, Punjab. Her Lordship was born on October 11, 1962 at Jalandhar. She belongs to a family of illustrious Lawyers. Her great grand-father Late Shri Karam Chand Bahri was a well known Lawyer of his times on the civil side. Her grand-father Late Shri Som Dutt Bahri also practiced Law on the civil side and was also Member Legislative Assembly, Punjab, from 1952 to 1957. Her father Hon'ble Mr. Justice Amrit Lal Bahri retired as Judge of Punjab & Haryana High Court in the year 1994. Her Lordship did her schooling from Carmel Convent School, Chandigarh, and graduation in Economics (Hons.) from Government College for Women, Chandigarh in the year 1982 in Ist Division. Thereafter, she did her Law from Punjab University, Chandigarh, in the year 1985 in Ist Divison. She was enrolled as an Advocate in the year 1986 with Bar Council of Punjab & Haryana and started practice in Punjab & Haryana High Court. She was appointed as Assistant Advocate General, Haryana, in March 1992. Thereafter, she was appointed as Deputy Advocate General, Haryana, in August 1999 and Senior Advocate General, Haryana, in December 2009. While reprsenting the State of Haryana, she handled several cases relating to Service matters, land Acquisition, Taxation, Revenue, Labour cases and MACT cases. Hon'ble Mr. Justice Rajiv Narain Raina 25

Born on 5th of July, 1958 at Jalandhar in a distinguished family of Kashmiri Pandits settled in the Punjab in the mid 19th century at Jalandhar. His great great grandfather Rai Bahadur Pt.Sheo Narain Raina 'Shameem' (1859-1936) was born in Jalandhar and was a Leader of the Lahore Bar, MLC, Urdu poet, pioneer Urdu novelist, author of treatises on law including 'Pleadings in Indian Courts', a social reformer, Special Commissioner on the Special Commission that tried the First Supplementary Lahore Conspiracy Case, 1915, President of the Punjab Historical Records Commission and was a Buddhist revivalist who co-founded the Mulagundhakuti Vihar at Sarnath with the Reverend Anagarika Dharmapala of Ceylon. He was instrumental in drafting the Sikh Gurdwaras Act, 1925 and remained Standing Counsel for Shiromani Gurdwara Parbandhak Committee at the Lahore High Court from 1925 till his demise. Pt. Sheo Narain's mother's brother Justice Ram Narain Dar was the first Indian to be elevated as Judge of the Lahore Chief Court at age 37 in 1886. His great grandfather Pt. Kanwar Narain, Bar-at-law, practised at the Lahore High Court, was Honorary Secretary, Lahore High Court Bar Association in 1921 and 1922 and later remained Chief Judge of the Mandi Chief Court, Revenue Minister and Acting Chief Minister during the reign of Raja Sir Joginder Sen of erstwhile Mandi State now in Himachal Pradesh. His grandfather Sh Chand Narain Raina 'Chand' IAS was an eminent Urdu poet and civil servant of joint Punjab and remained Deputy Commissioner of Karnal, Shimla and Jalandhar districts. He was married to Bhuvaneshwari 'Nighat' a poet and the youngest child of Dr Sir Tej Bahadur Sapru. His father Sh Kapil Narain Raina was an Advocate and author who taught Roman Law at Law College, Jalandhar. His mother's father Diwan Bahadur Pt Dharam Narain Kak, Bar-at-Law was Prime Minister of erstwhile Udaipur State and grandfather Sir Sukhdeo Prasad Kak, was Prime Minister of erstwhile Jodhpur State and had represented the Rajputana at the Round Table Conference at London. His mother's great grandfather Pandit Shiv Narain Kak (d.1892) was appointed Member of the Supreme Governing Council of Jodhpur State to look after its administration under a treaty of 29th September, 1868 signed between the Governor General of India and Maharaja Takht Singh.

Justice Raina read at the St. John's High School, Chandigarh where he excelled in Gymnastics and Theatre. He did his BA from Government College for Men, Chandigarh and obtained the Law degree from the Department of Laws, Panjab University, Chandigarh in 1982. He was initially enrolled as an Advocate with the UP Bar Council on 8.8.1982 and practised at the Allahabad High Court from 1982 to 1984 and returned to practise at the High Court at Chandigarh, his hometown on transfer to the Punjab & Haryana Bar Council. He remained part-time law lecturer at the Department of Laws, Panjab University, Chandigarh from 1987 to 1990 and taught Labour Laws. He also taught Industrial jurisprudence at the Department of Commerce & Business Management, PU, Chandigarh to a combined class of M.Com and MPM classes in 1988. He lectured during the period at the Haryana Institute of Public Administration on Labour Laws. Was Member Law Faculty, Panjab University during 1997-1999. He represented the Panjab University, his alma mater, in courts for many years. He was appointed as Second Reporter, Indian Law Reports (Punjab & Haryana) Series in 1987 by the Council of Law Reporting, thereafter First Reporter and then the Editor in April 2006 and remained as such till elevation, spending 24 years editing the ILR. He was appointed Assistant Advocate General, Punjab in February 1990 and remained as such till he resigned in October 1991 to resume private practice. Remained Deputy Advocate General, Haryana from May 1995 to May 1996. Umda Singh was a Member of Victorian Order (MVO) and was Aid-De-Camp (ADC) to King of United Kingdom Edward VII during his time. Later he remained Hony. Magistrate of Tehsil Bhiwani. Great grandfather of his Lordship, Rai Bahadur, Hony. Lt.Sukhpal Singh was a recipient of 'Indian Defence Services Medal' (IDSM) and was Administrator of Bhaji State (H.P.). The family of his Lordship had an inclination towards Armed Forces and the family is full of persons having Army and BSF decorations. However, his Lordship's father Sh. Mahender Pal Singh was the only exception, who served in the Haryana Roadways and retired as a Traffic Manager in the year 1986.
      His Lordship completed his primary and secondary education from Bhiwani and joined LL.B. in the year 1982 at Kurukshetra University. Born on 23.12.1962, His Lordship did schooling from D.A.V Higher Secondary School Karnal and B.A. from Dayal Singh College Karnal. After doing LL.B from Kurukshetra University, in 1984, His Lordship started practice at District Courts Kurukshetra on civil and revenue side under the able and worthy guidance of his father Late Ch Chander Mani, Advocate who was one of top leading Civil Lawyer since 1952. In practice his lordship handled all types of Civil suits, Civil appeals, MACT cases, HMA cases, Land Acquisition cases, and few criminal trials as well. Born on 6.6.1961 in a family of Lawyers. His Lordship's grandfather was the first Advocate General, Haryana and father is a Senior Advocate. Being enamoured with the uniform, joined the Army (Corps of Engineers) through National Defence Academy. Served in the Army for 11 years before seeking pre-mature retirement due to domestic reasons at the threshold of joining the prestigious Defence Services Staff College, Wellington. During service in the Army, was decorated with the Chief of Army Staff Commendation and Sena Medal (Gallantry).

After leaving service, studied law at the Panjab University, Chandigarh and was enrolled as an Advocate in the year 1997. Entire practice of almost 20 years was in the Punjab and Haryana High Court at Chandigarh. Represented various institutions like PUDA, Punjab Mandi Board, HSAMB, State Bank of Patiala, Army Welfare Housing Organization, National Institute of Technical Teachers Training and Research, Chandigarh and Punjab and Haryana High Court. Practiced mainly on the civil side which included Constitutional Law, Service Law, Labour Law and Land Laws.

His Lordship has been a keen mountaineer having participated in 5 expeditions during his tenure in the Army. During spare time, enjoys the sport of swimming.
